JOB DETAILS:


Operating independently, while under the general supervision of the Provost, the Accountant/Business Manager oversees the management of financial funding strings and budget development processes for the units of the Provost’s Office and other units as assigned. The Accountant/Business Manager offers advice and consultation to the Provost and Chancellor to foster effective institutional finances, works closely and collaboratively with several university budget office personnel and serves as a resource for institutional fiscal policies and procedures. The Accountant/Business Manager is responsible for financial reconciliation and ensuring unit compliance with university policies and procedures and Generally Accepted Accounting Principles (GAAP).

  • Knowledge of University of Wisconsin-Stout policies for soliciting and administering extramural support.

RESPONSIBILITIES

A. Serves as primary accounting and budgeting liaison for Academic Affairs and select units within the Chancellor’s Division.

  1. Maintains the Chart of Accounts (funding strings) for the assigned units and serves as an authorized approver on all assigned funding strings; Reviews funding strings for viability; opens, closes, and modifies funding strings, as necessary.
  2. Monitors, analyzes, and projects funding string revenue, expenses, and balances for a variety of funding sources, such as restricted, unrestricted, gift/donation, and grant.
  3. Plans expenditures within, reconciles and monitors allocations from the Stout University Foundation.
  4. Reviews and reconciles monthly detailed reports. Initiates appropriate actions if discrepancies are noted. Reconciles funding strings quarterly and presents quarterly financial review to the Provost, and other unit directors as assigned.
  5. Serves as Provost’s contact person for billing and financial procedures and any related questions for state and federal agencies regarding service billings.
  6. Develops annual budget for assigned units. Analyzes the net effects of changes in the original budget submission and responds to respective administrators and the Budget Office. Inputs data into the UW System budget system ensuring data is reconciled with university targets.
  7. Allocates budget/FTE as approved by the Provost. Documents position numbers and replacements.
  8. Develops the Summer Session/WinTerm budget, models and transfer of budgets as approved by the Provost. Supervises summer contracts across campus and trains staff on associated procedures. Authorizes personnel for associated system use.
  9. Analyzes Recruitment and Retention budget reporting to UW System as requested.
  10. Suggests strategies or process improvements that maximize the uses of resources as an integral part of the institutional budget planning team. Develops recommendations for the Provost regarding budget reallocations, reductions, and lapses.
  11. Advises administrators when requested of various budget/management actions required and initiates actions. Verifies availability of funds and oversees expenditure preparation for all funding strings. Advises the Provost regarding expenditures related to appropriateness and fund availability.
  12. Audits positions for appropriate documentation, completeness, and accuracy.
  13. Drafts correspondence as requested by the Provost and Associate Vice Chancellor.
  14. Maintains accurate inventory of computers for the third-floor administrative complex.
  15. Serves as backup supervisor for student employee(s) in the third-floor administrative complex.

B. Serves as liaison for Academic Affairs departments.

  1. Monitors all funding strings in Academic Affairs serving as financial liaison to Accounting, the Budget Office, and the Stout University Foundation, responding to financial operation inquiries.
  2. Serves as a resource to Accountant/Business Managers across Academic Affairs that report to leadership positions. This currently includes the Academic Colleges, the Office of International Education, Honors College, and the Office of Research and Sponsored Programs. This includes all funds.
  3. Assists in reconciliation of issues arising from funding strings in Academic Affairs units reporting to the Provost.
  4. Provides guidance to Academic Affairs Budget Managers and Accountants interpreting applicable rules and regulations and maintaining consistency in policies.
  5. Develops targets for Academic Affairs fiscal year budgets working with University Budget Director assuring accuracy.
  6. Allocates revenue to appropriate funding strings.
  7. Responds to Academic Affairs employees budget questions ensuring department staff have an adequate understanding of resources to make decisions.

C. Other responsibilities and administrative support assigned by the Provost and Chancellor.

  1. Performs administrative support functions for the third-floor administrative complex. Works as a team member and resource person providing input on budget and financial systems.
  2. Maintains budget records management system. Oversees filing of fiscal records assuring availability of necessary data in the event of an audit.
  3. Directs others and monitors special event logistics as needed.
  4. Applies software skills in development of databases, reports, graphics, and charts, as needed. Collects data and develops projections using appropriate hardware and software.
  5. Designs and implements projects using appropriate software and instructs office staff on the uses of the software applications.
  6. Participates in university wide committees as requested including the Business Managers, the Budget Model Committee, HR Workgroup, and other committees as requested.
  7. Complies with recognized environmental health and safety practices.

ADDITIONAL INFORMATION

Minimum annual starting salary of $65,000; commensurate with finalist’s qualifications and experience. The UW System provides an excellent benefits package, including participation in the Wisconsin State retirement plan.
